Question: Are the fire district's annual expenditures for all funds (exclusive of capital outlay more than $650,000 annually but less than $1.85 million annually? (See Note 1 which is at the bottom of the image). This has an arrow which extends to Tier II. Question: Are the fire district's annual expenditures for all funds ( exclusive of capital outlay) less than $650,000 annually but outstanding debt is greater than 3X annual expenditures?
